Votes are sealed as they are cast

Every ballot is written to an append-only, hash-chained ledger the moment it is recorded. A vote is never overwritten: a change is a new entry naming the one it supersedes, so altering the history would break the chain visibly.

A RESOLUTION
before the Blevins Holdings
Board of Governors

WHEREAS, the Board of Governors is tasked with the proper and just oversight, governance, and effective scheduling of all Company governance and general business; and

WHEREAS, it is necessary to establish a clear and consistent schedule for all Board and Committee meetings for the 2026 calendar year to ensure transparency and proper advance notice for all stakeholders.

NOW, THEREFORE, BE IT ORDERED AND RESOLVED by the Board of Governors:

SECTION 1.Adoption
(a) The Board of Governors hereby formally adopts the 2026 Meeting Calendar as presented in the attached exhibit, encompassing all scheduled regular and committee-specific meetings.
(b) The Board reserves the authority to modify the dates, times, or venues of these meetings by subsequent motion or executive action as necessitated by operational requirements.

SECTION 2.Orders to Officers
(a) The Clerk of the Board is hereby directed to distribute and implement the 2026 updated calendar to all relevant stakeholders.
(b) No report back to the Board is required.

SECTION 3.Effective Date
This takes effect immediately upon adoption.
