Agendas, votes and minutes shown here are produced by the
Office of the Clerk of the Board from the proceedings themselves — not copied
from another system. What you see is the record, not a report about it.
Votes are sealed as they are cast
Every ballot is written to an append-only, hash-chained ledger the moment it
is recorded. A vote is never overwritten: a change is a new entry naming the
one it supersedes, so altering the history would break the chain visibly.
Internal use
Access is limited to authenticated members and staff of
Board of Governors. Actions that change the record are attributed and
written to the audit log.
