Votes are sealed as they are cast

Every ballot is written to an append-only, hash-chained ledger the moment it is recorded. A vote is never overwritten: a change is a new entry naming the one it supersedes, so altering the history would break the chain visibly.

Internal use

Access is limited to authenticated members and staff of Board of Governors. Actions that change the record are attributed and written to the audit log.

Dr. Julianna Asperin Barnes is a distinguished higher education leader currently serving as the Chancellor of the South Orange County Community College District (SOCCCD). With over three decades of experience, she previously served as the President of Cuyamaca College in San Diego County, where she was widely recognized for her unwavering commitment to student equity, inclusive excellence, and institutional transformation. Throughout her extensive career, Dr. Barnes has held prominent administrative roles in both community college and university settings, including Vice President of Student Services at San Diego Mesa College. Highly regarded at the state and national levels for her advocacy in educational access and student success, she holds a doctorate in educational leadership from San Diego State University and actively serves on numerous regional and national higher education boards.
