Critical Commercial Requirement

Blevins Holdings LLC requires an unqualified company-liability program with no personal guaranty, personal lien, cardholder repayment obligation, personal credit support, or cross-guarantee for authorized company charges. Vendors must provide the operative agreement language and clearly identify any exception.

PURPOSE

Blevins Holdings LLC seeks a commercial credit card and spend-management program with business-level underwriting, company liability, strong spend controls, and integrations with Blevins’s finance, travel, and ERP operations. The program must support Blevins Holdings LLC and approved eligible affiliates without requiring a personal guaranty from any owner, employee, officer, or cardholder.

Internal Award Gate: Blevins Holdings LLC may select a finalist only after Finance, Legal, Information Security, and insurance review. Vendors must include complete program agreements, underwriting terms, security materials, data-processing terms, and a no-personal-guaranty exceptions log with their proposal. 

I       Background and Objectives
Blevins Holdings LLC is establishing a controlled commercial card program to improve purchasing controls, employee experience, visibility, and financial reporting. The program must provide commercial credit based on business underwriting and preserve appropriate legal-entity, cost-center, project, and approval controls without shifting company debt risk to founders, officers, employees, or other individuals.

I - 1               ObjectiveI.1.1.  Establish a company-liability commercial card program for Blevins Holdings LLC with no personal guaranty or mandatory personal credit support.I.1.2.  Apply real-time controls, approval workflows, receipt capture, cost-center and project coding, and reliable reconciliation across physical, virtual, and single-use credentials.I.1.3.  Improve visibility into Blevins operating spend while supporting integrations with the selected ERP, travel platform, and approved payment workflows.I.1.4.  Obtain transparent pricing, commercially reasonable payment terms, responsive support, strong security controls, and scalable credit access for approved Blevins entities.II     
Procurement Schedule
Blevins Holdings LLC is using an accelerated procurement process beginning with distribution on July 26, 2026. Vendors must reserve underwriting, commercial, legal, security, and implementation resources to meet the dates below; Blevins may adjust the schedule by written notice to all participating vendors.

III   Proposal InstructionsIII - 1          Proposals should be concise, complete, and organized so the evaluation team can trace the response to each requested requirement:        III.1.1.       Submit one electronic proposal in PDF format and one editable pricing workbook or equivalent schedule to Andre Watkins at Andre.Watkins@blevinsholdings.com by the stated deadline.III.1.2.       Use the subject line: Blevins Holdings LLC - Commercial Credit Card Program RFP - [Vendor Name].III.1.3.       Complete the Blevins Guidance / Vendor Response column for every requirement identifier and attach a concise exceptions log identifying any requirement that is not fully supported.III.1.4.       Include executable or near-final company card, cardholder, issuer, underwriting, privacy, data-processing, rewards, and payment-network terms, with the exact no-personal-guaranty language highlighted or cross-referenced.III.1.5.       Keep pricing valid for at least 120 days after the proposal due date and separately identify one-time, recurring, variable, usage-based, third-party, and pass-through charges.III.1.6.       Because this is an accelerated process, provide commercial, legal, underwriting, security, integration, implementation, and support responses together. Do not defer material terms or diligence items until after finalist selection.III.1.7.       Clearly mark confidential material. Blevins Holdings LLC may evaluate, clarify, negotiate, or reject any proposal and is not obligated to award a contract.
IV  Scope and Required Capabilities
The proposed service should include issuer or program management, business underwriting, account administration, cards and payment credentials, spend controls, expense evidence, reporting, integrations, support, and implementation. The initial program will be administered by Blevins Holdings LLC and may be extended to approved eligible affiliates through separately approved entity, cost-center, project, and user controls. Blevins prefers a single accountable provider but will consider a clearly coordinated issuer/program-manager model.

IV - 1          Company Liability and UnderwritingThese requirements are critical. A vendor that cannot meet the no-personal-guaranty requirement should expressly state that limitation before investing in a full response.

VI  Security, Privacy, and IntegrationVI - 1         The issuing organization requires a secure, interoperable solution that supports responsible administration and preserves data portability.
