An official system of the Board of Governors Here’s how you know
This is the Board’s own record

Agendas, votes and minutes shown here are produced by the Office of the Clerk of the Board from the proceedings themselves — not copied from another system. What you see is the record, not a report about it.

Votes are sealed as they are cast

Every ballot is written to an append-only, hash-chained ledger the moment it is recorded. A vote is never overwritten: a change is a new entry naming the one it supersedes, so altering the history would break the chain visibly.

Internal use

Access is limited to authenticated members and staff of Board of Governors. Actions that change the record are attributed and written to the audit log.

By Benjamin Blevins · September 14, 2026 · Re: Annual Ethics and Governance Compliance Report

Background

Blevins Holdings LLC operates as a multi-sector holding company platform coordinating enterprise services, business operations, real estate, and governance across its core operating units: Enterprise Operations & Government Contracting, Technology, Data & Cybersecurity, Healthcare, Pharmaceutical & Research, Infrastructure & Energy, and Regulated Industries & Defense Capabilities.

Compliance oversight across all operating entities is maintained by the Legal, Risk & Compliance function utilizing a standardized four-stage operational model centered on assessing obligations, organizing data schemas and access controls, executing policy frameworks, and continually improving risk controls based on audit outcomes.

This annual review provides executive leadership and the governing body with a comprehensive evaluation of ethics training completion rates, conflict of interest disclosure filings, regulatory alignment, and risk management activities conducted during the FY 2025–2026 reporting cycle.

Analysis

Across Enterprise Operations & Government Contracting, the organization maintained strict vendor qualification protocols and enforced unified master data management standards to ensure chain-of-custody and record retention compliance across legal and administrative dockets. Within Technology, Data & Cybersecurity, staff continued the execution of enterprise Shared Responsibility Matrices across cloud environments and completed technical reviews of master data schemas and docket software architecture, resulting in zero critical data security breaches during the reporting period. Across Healthcare, Pharmaceutical & Regulated Industries, compliance oversight and research ethics standards were maintained, while verifying strict physical and digital safeguards surrounding defense-supported production.

The annual Conflict of Interest disclosure cycle achieved a 100% completion rate across executive leadership, board members, and designated division managers. All affirmative declarations involving external business affiliations or property holdings were formally evaluated, with Conflict Management Plans executed where necessary to enforce operational independence.

Program performance metrics demonstrated strong engagement across all key modules, with a 98.8% completion rate for the Code of Conduct, 99.4% for Data Security & Privacy Protocols, and 100% for Government Contracting Ethics among procurement personnel. Standardized due diligence and third-party risk screening were also completed for all primary external vendors and contractors.

Fiscal Impact

None anticipated. Administration of the Ethics and Governance Compliance Program was executed within approved operational budget allocations for FY 2025–2026. Because this item is presented for informational purposes only, no additional financial allocation, appropriation, or expenditure is required. Proactive compliance monitoring continues to mitigate institutional financial exposure related to regulatory fines, contract disputes, and litigation costs.

Recommendation

It is recommended that the Board receive and file the Annual Ethics and Governance Compliance Report for FY 2025–2026 for informational purposes. No formal voting action or further board authorization is requested.
